You need to prepare some papers:

1) Form NA6 (Form NA6);

2) Form NA8 (NA8)

3) Documents proving that you are eligible for having TRC;

4) 02 photos in 3×4 cm size;

And then submit all those papers to the Immigration Department of HCMC located at 254 Nguyễn Trãi Str., Dist 1, HCMC

However you cannot do it yourself because you are a foreigner. You can do it on behalf of the company that you have just established. It means your company will request TRC for you...

Why dont you use the person/company who set up your  business license. They should be able to advise you.
