How is life in Atyrau?

Hi, I am from Thailand, living in Rio de janeiro now. My husband and i are looking for new assignment...and Atyrau is one of our choice.

We would like to know how the life at Atyrau? How safty compare to Rio?
What about the quality of Hospital? How vareity of vegetable, fruit, food and meat?
How local people behavier? Are they very active or take it easy?
What is the quality of life? Are there many expats ?

Any more information that will help us to consider about Atyrau, I would love to hear...
