What do mean by UN passports? There is no such thing. There is something called a Laissez-passer travel document issued for people without a passport. But this is usually for a one time travel to reunify families or for people who are basically stateless. A Nigerian is not stateless. A Laissez-passer cannot be considered the same as a passport. If you have the allowance to go to Italy then maybe you should go there. Being granted refugee status there, for example doesn’t give you a right to live or work in Germany. I would think a Nigerian would feel lucky to even get refugee status in Italy under the current government and the fact that 97% of Nigerians applying for asylum are rejected because they are actually economic immigrants rather than valid refugees. The way to get permission to work in Germany is to learn the language and acquire skills that are in great demand like in IT or nursing.
