Non-Eu Marrying Eu Citizen in Belgium

Hello,
Is there anybody here experienced getting married in Brussels, Belgium to an Eu citizen?
I am a Filipina (Non-Eu )currently residing in Netherlands and will get marry by the end of November this year. My current visa in Netherlands will expire in Janaury 2019 .
What do I need to do , to be able to be legally stay together with my future husband in Brussels this coming Janaury?

Do I need to apply to a Belgian embassy here in Netherlands for a Family reunification visa before actually residing there?
