applying certificate of temporary residence

hey guys, i am preparing my enrolment documents for a position.
for getting the vietnam criminal record, i need to submit the certificate of temporary residence which seems impossible for chinese citizens to have.
i am wondering if anyone else has the same problem? thanks!
