Hi, I'm new here, I'm a Singaporean, looking forward to relocate in Baguio, as I like cold temperature.
But i'm not sure any business opportunity for foreigner? I prefer to set up a mini supermarket like 7-eleven store but the franchise seems too expensive, so I wonder if a grocery shop can make a living?

Unless the type of visa you obtain allows for running a business, your venture would be illegal and you would lose your investment and could be arrested by the BI.  If you intend on having a business in the RP you either need to apply for a visa that allows you to do so or be married to a Philippine citizen who would own and run the business.
Sari Sari stores or small local convenience stores are everywhere and not very profitable in general, while larger grocery stores would cost as much or more than a 7/11 franchise to build and operate. There is very little in between.

If you have not been to Baguio, you should at least make a visit and get to know the people and the area. There is nothing better than first hand information and seeing with your own eyes whether or not your plans are viable and within your budget.

There are plenty of videos on YouTube that can help educate you about business experiences by expats in the RP. There are also plenty relating to living in Baguio, as well as Facebook groups specifically related to Baguio, the expat community and business owners.

Boots on the ground would be wise.
