Demobilisation Flights

My employer is not going to be operating, they are offering a flight allowance that is way under the ticket price for a flight home.

I thought they were legally responsible for mobilisation and de-mobilisation?  Should they not be paying at least the market rate for the single ticket if offering an allowance rather than an actual flight booked by them.
