Yes, you will need a visa, a temporary visa called a VITEM XI, that will let you come to Brazil and apply to the Federal Police for permanent residency.   Will you be getting married in Belgium?  If so, the easiest thing would be for the two of you to go to the Brazilian Consulate there after the marriage, register your marriage, and then apply for your visa.  Technically, she will be applying to bring you to Brazil, so you both will have to present the required documents.  Each Consulate's list is a little different, so check the list of required documents for a visa for  "Family Reunion" on the website of the Consulate where you'll be applying.
Once you get to Brazil, you will need additional documents for the Federal Police, so check their website as well, and make sure that you have all of your documents in order before you arrive in Brazil.
