VDR for Dependents along with Category 1 Employee | Tenancy Agreement

Hello

Situation:
- My family and I, are outside Malaysia (in India).
- Approval letter to get VDR is issued, and it only has my name.
- I am in category 1 for my employment.
- While the application was made by my employer, they submitted details of my dependents.
- When we enquired about names of dependents missing on the approval letter, we were informed, that Tenancy Agreement is also needed.

We are all outside, and our plan was to stay temporarily at hotel, till we finalise accommodation. Meantime we have short listed the accommodations we want to select from.

When I say my family, its married spouse and under 18 kid.

Since, I understood, sometimes it vary from immigration officer to officer, and experience of officer.

In this particular case, if Tenancy Agreement is really needed?

Does this mean, my family cannot travel with me to Malaysia, and once I am in Malaysia, have accommodation, need to file fresh application for my family for Dependent Pass?

Please guide.
