I have read that driving license conversion for make Malaysia my second home persons will be reinstated hopefully from November this year

What about foreigners living and working in Malaysia without MM2H. Are they currently entitled to convert their own driving licenses into a Malaysian license? If not, then I guess there is no issue with them applying for a Malaysian driving license. And is there any problems with foreigners currently using their own home country driving licenses in Malaysia?
