It is undeniable that Embassies fulfil a wide range of services for expats including various and sundry administrative tasks, passport renewals, assistance in absentee voting, emergency transportation in case of political unrest, war, disease outbreak, earthquake relief and other.
If the home country does not have diplomatic ties with host country Nepal and/or there are no embassy or consular services on offer here, the writer of that article you submitted puts it very well:

To me, the availability of good consular services here in Nepal are vital - what really counts in my book.
