Electronic visa for citizens of 80 countries
Citizens of 80 countries will be granted electronic visas when immigration procedures in Vietnam, according to the Government's resolution on 25/5.

The issuance of e-visas begins July 1, for citizens of countries such as Austria, Poland, Belgium, Portugal, Germany, India, South Korea, the United States, Italy, Finland, France, China (including Hong Kong, Macao; does not apply to citizens holding Chinese electronic ordinary passports) ...

The Government stipulates 8 international airports to allow foreigners to enter and exit with electronic visas, including: Noi Bai (Hanoi), Tan Son Nhat (Ho Chi Minh City), Cam Ranh (Khanh Hoa), Da Nang, Cat Bi (Hai Phong), Can Tho, Phu Quoc (Kien Giang) and Phu Bai (Thua Thien Hue).

16 road border gates include: Tay Trang (Dien Bien); Mong Cai (Quang Ninh); Huu Nghi (Lang Son); Lao Cai; Na Meo (Thanh Hoa); Nam Can (Nghe An); Cau Treo (Ha Tinh) and Cha Lo (Quang Binh); La Lay, Lao Bao (Quang Tri); Bo Y (Kon Tum); Moc Bai and Xa Mat (Tay Ninh); Tinh Bien and Song Tien (An Giang); Ha Tien (Kien Giang).

The above policy is implemented by the Government in accordance with the Law amending and supplementing a number of articles of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam in 2019.

Tourism expert Nguyen Duc Chi assessed that this is the first sign of opening the market. In order for the policy to put into practice, it is necessary to add other conditions such as reopening flight routes, details of procedures, fees and quarantine regulations. "The visa for any object: diplomacy, investment or tourism will also have to re-define in a new context," Chi said.

Electronic visas issued by the Immigration Department to foreigners through the electronic transaction system, valid for one time, not exceeding 30 days. The fee for electronic visa is paid through the electronic payment gateway prescribed by the Immigration Department.

Since early 2017, Vietnam has piloted e-visas for citizens of 40 countries, then expanded to 46 countries.

The notice didn't specifically state that, but it seems to make sense that if people with visas are going to be allowed to enter, then people with previously approved Visa Exemption Certificates would also be allowed.

However, the last time I answered a VEC question similar to this, I turned out to be wrong.

In any case, the government of Vietnam has issued a clarification of the electronic Visa announcement:

Based on the text of that clarification, it definitely seems that the restrictions against VEC holders is currently being maintained.
