how about retirement Permit.................

Normally after you satisfied requirements for your initial 3 years Retirement Permit  then you would get a 10 year Permanent Residency.

(""The Permanent Residence Permit allows a non-citizen to work and live in Mauritius for a period of ten years. The following categories are eligible for the Permanent Residence Permit""

1) Does that 10 years change now into a 20 year Permanent Residency ?
2) Does that mean if someone got a 10 year PR, that it will be adapted to the new 20 period?

quote from 2020/21 budget:

page 28:   205 (j) "The Permanent Residence Permit will be extended from
10 to 20 years"
