EMPLOYER REFUSE TO CANCEL SPASS IPA.

I would like to seek your advice about that currently I am in overseas. I received a Spass IPA from an employer on 02/03/2020. Employer said to me to come in Singapore on March 20. But I could not back in Singapore in March'20 due to border restrictions. Also, I pointed out to my Employer that there are discrepancy about Salary and Occupation between IPA and Letter of Appointment which I had signed. But the employer got angry on me and I just got myself cool. Later on I heard from one of my friend that the employer hired another employee instead of me. During Phase 2 in Singapore, I wrote a message to the employer whether still he is interested on me to hire or not. If no, he should cancel the IPA. Despite of several message to the employer like employer deaf to hear. The employer does not reply to my single message. I was very disappointed and sent to the employer thru email of my resignation letter on 15/6/2020 but he did not reply to me and do not cancel the IPA. The IPA itself was supposed to expired on 01/05/20. But due to recent Circuit Breaker in Singapore MOM extended the IPA till 31/8/2020. I am worried if MOM further extends the IPA then I can not find another employer due to existing IPA is valid. Couple of days ago I got a job offer from another employer and the employer said can not apply for me Spass as existing IPA still valid. Should I report to MOM with list of evidence that employer refuse to cancel the existing IPA? If yes, Will MOM be entertain to my report as currently am in overseas? 

There is one more question, if there is a valid Spass IPA  besides can an employer apply Work Permit for that person?

There can, at any time, only be one ongoing work pas application for you.
Thus the newemployer can only apply after the currently valid IPA is cancelledor expired.
If the employer does not cancel it, despite your resignation, then you should contact MoM, explain the situation (along with submitting your resignation letterfor their information) and asking them to cancel the application as soon as possible.
You should have done so soon after your resignation in June.

Sir, Thanks for your kind advice. Today I managed to call MOM hotline and got instruction to send an email  to mom_wpd@mom.gov.sg  with resignation letter. Thank you very much Sir!

Respected Sir,

I had made a report to MOM about for refusal of cancellation of my Spass IPA  by employer despite of my resignation letter was sent to employer. I got replied via email from MOM this morning that my Spass IPA is withdrawn. Also, I checked in MOM website and it shows SPASS  STATUS "WITHDRAWN" instead of cancelled. Can I find another employer and my employer can apply for me Spass?
