Does Regional visa 491 allows work in Major Cities?

If one apply 491 Visa (Provisional) , can he/she work in major cities (Sydney, Melbourne) and stay in nearby Regional area ? Or its required to live and work in regional area only.

You can only work in regional areas on a 491 visa.

1/ Stay in Australia for 5 years
2/ Live , work and study in a designated regional area of Australia
3/ Travel to and from Australia as many times as you want, while the visa is valid.

Cost is Oz $4,045.
