For expats not married to a Filipina, is  basic travel restricted, can you get to the store, to the bank, to a clinic? How are Filipinos faring? Has the economy screeched to a stop? Has crime increased?

I was @ the beach front just last week...
Whole family & 2 dogs went for a 1.5hr swim all except myself...I stood watch with my face mask on just to ensure I was not breaking any laws (being an expat in a 3rd class province.)
Just watching partner, kids & dogs having a great time was enough happiness for me for the day.
So yes I feel things here are just fine a little slow but just fine for now.

I can go anywhere a Filipino can go, even with lockdown I had a pass from Barangy, only some areas you need a pass to enter in your car out side of Davao, such as Mati my wife's sister lives there so they go visit, but take the back roads where no check points

I,m living  in Adlaon, Cebu-city. Not married but with a cargiver. I had also a pass from the barangaycaptain and travel every wee. My age is 75.

Life slowly returning to normal.

You can go to the shopping malls, grocery stores, etc. although restaurants I pass by are still either closed or "for take-out" only.
Public transportation slowly moving again.

Yes, number of cases is going up, but I think people have accepted that fact for quiet sometime already.
As a friend said, if she doesn't get out of the house to work, she won't have any food or what to bring home. For her, it's the "survival of the fittest". I can't blame her, though. Her company (won't mention from what country. Clue: former Prime Minister resigned due to a sickness, new Prime Minister has just started working) won't give any salary if an employee stops working for 14 days for quarantine purposes. So, even if the employee is coughing or sneezing or what, she has no choice but to go to work.

And that's just one multinational company. Imagine if most companies are like that.
