Family reunification visa

I am a US national married to a Dutch national living in Germany because of free movement. Will she have to apply for and provide a residency permit or will her Dutch passport and citizenship suffice?

As EU citizen, she can move, live and work anywhere in the EU without needing a visa or residence permit. She just has to follow the registration procedures, like anybody (including Germans).
In case you meant yourself, not her (your post is not clear): You of course need a visa, as you are not EU citizen!

Like Beppi mentioned, you will need a visa; a family reunion visa to be exact. Americans get 90 days visa-free for tourism only. Not a big deal but there are requirements that the family has a large enough accommodation and enough income to keep them from needing public assistance.

Indeed, you will need a Family Reunion visa to relocate to Germany with your wife. Depending on your wive's legal status in Germany (i.e. officially working, studying, etc), you will need to look into requirements for such visa. ***

Applying for the visa through a German consulate or embassy in the country you are residing in is very straight forward. No need for any service or lawyer! Total waste of money.
