Yes good news for residents wanted to leave the country but INBOUND is still restricted.
Check out this video from the Cebu Governor and how she feels about all the lockdowns and restrictions that have killed the country. Look at how fired up she is! I think she expresses how so many in the country feel right now.

Can't get on a plane to Philippines from US unless you go to the embassy and get your visa before leaving!! Very few approved as still same standards as last month!

Some visitors from the US having tested positive at the airport ...which we doubt...are paying 8ooo pesos per day in quarantine . Other friends from Australia were allowed in because their country does have a low rate of covic 90 cases.

My understanding is that Filipino nationals and their spouses can get the visas to enable travel - you have to provide all of the correct documentation when making the application.
