There is an entire town in Portugal that's centered around the furniture making industry:  Paços de Ferreira, about 30 minutes' drive from Porto, is home to thousands of regional, national, and international furniture companies. The furniture in Paços de Ferreira is typically very good quality and also affordable. Most of the manufacturers here deliver to the rest of Portugal and Europe, so many people go there and spend an entire weekend going from shop-to-shop to buy everything that they need for their new home. I like to re-build an old ruinem all together about 200m².

I've question's:

Q1:    From where it is possible to knows which building material is "supported" by government incentives, as well how many percent will be payed back when we use this kind of sustainable buildings materials?

Q2: using solar panels, we think that we will have more e-energy in our household as we need; it is possible to put/sell this energy in the national grid?

Q3: we will use rainwater harvesting as well brown water recycling; we can get some government incentives for that?

Q4: who knows this lows, the architect or the tax adviser?

Will be nice to get some professionals feedbacks as well examples.

I'd suggest you take the property  paperwork, "Land Registry" listing etc. and contact local authority about what you are permitted to do when "rebuilding" a ruin in their area.  You may find certain building materials, style, windows etc. are required and it's a lot easier to know this before you plan than after. Portuguese administration has some variability so the requirements  in one area may not be applicable in a different area.  It is possible to sell excess electric to "the grid" but you have to go through the electricity supplier, try EDF portugal, to see what they require and their fees etc.  Rain water harvesting is unusual in a domestic setting, more usual is to let the rain or septic tank clean over flow drain down into a aquifer and have a borehole with solar pump and water tank fo all year round water.
