Fines for hospital

I have a friend who I am not sure I can trust.
Has been sick and had no money. Went to the hospital and had a covid test. Then told the hospital that her purse was left at home and didn’t pay.
Told me that the bill at hospital was $193 euro and if it wasn’t paid the next day by 12 she would be fined by the police.
Then the next day said that she had been fined 300 euro.
It doesn’t sound right to me?
Is this how things work in Romania?
Can you be fined by police in 24 hours if you don’t pay a hospital bill?
Any help appreciated greatly

Your "friend" is scamming you and takes you for an idiot.  First, hospitals don't charge in EUR, the national currency is RON.  Second, a COVID test doesn't cost nearly that much.  Third, the police do not issue fines for non-payment of bills.

Absolutely ridiculous story you've been told!  Your instinct to question it was correct.

Romania is a highly corrupt country   . Hospitals and police especially.  I have horrible experience with the health personal.  They've killed my father.  They always wait for money under table and still you can't expect too much
