Can we Clear the tax with having EA from

Hi All

I am changing the Employer and wanted to clear the Tax in order to apply for my new visa, but my employer is not providing EA form and NOC . So in this case i am ready to exit the country , but for Tax clearance is there any way I can proceed to submit tax for the year of 2020 with out EA form ? Please suggest .
