is anyone renew is tourist visa behind 3 years , as its hard to go out of the country and come back (visa run)

I doubt it. Not sure what will happen, but the idea of rotting in a Philippines jail while awaiting deportation is not very appealing.

I would call the US embassy. You may be one of many who are illegal aliens.

The OP didn't indicate that he was past 3 years of extensions. I think he just wants to know what to do since border runs would be pretty difficult.
Others have reported that they were giving extensions past the 36 month limit.
