Normally, it wouldn't be a problem if the guy was Muslim but Non-Saudi. This is because Saudi nationals normally require to have an authorisation from government before marrying foreign nationals. And also, whenever a saudi National has a child, they should (ideally), register them with the saudi foreign embassy in country of baby's birth.
