Maid didn't get basic health care

I have a maid, whose cousin just arrived for another employer through an agent. Upon arrival she was placed in quarantine facilities for several days, where she started to have a severe tooth pain.
My maid told me this, and I advised that the cousin should call an agent and ask him to bring painkillers. Agent didn't do anything even after I called him, so I brought it to her. After quarantine she wasn't taken to a dentist, and tomorrow is her first working day.  I urgently arranged a dentist appointment, and as i knew she couldn't leave her place without an agent permission, I called him just to take the permission. And here the problem started: instead of thanks, I got I complain that we are burden for the agent, causing troubles and that I shouldn't call again, and the girls must be independent.
What do you think about agent's  behaviour and what would you do on my place? I like my maid and I knew her cousin is coming, and I had no problem helping her in such a difficult situation.
The new girl didn't meet her employer yer, so I though agent is responsible for her.

I don't have any experience with bringing in maids and using one of those manpower service agents either. I would have let her take care of the problem herself though. Sticking your neck our for other people can sometimes backfire.  The agent seems not nice but perhaps business is difficult these days and they don't want unknown foreigners calling them up telling them how they should do things. Just my two cents.
