Easiest way to get the visitor visa for a 59 day stay?

My wife is Filipina from Zamboanga del Norte. We have a modest rice farm and home there and have been living in the US for 2 years waiting on the green card we finally got. I’ve been to the Philippines 15 times over the last 10 years but only for 30 day stays. This Christmas we’ll be going for 59 days and I’m wondering which is the easiest way to get the visitor visa for a 59 day stay? On arrival or in advance or pay the overstay penalty on the way out?

Not sure of the ease of coming to the Philippines around Christmas time on a tourist visa, at the moment no tourist visas are being issued, SRRV holders the same.

As a married couple have you looked into 13a marriage visa accomplished in the US, easier than in PH from what I have read (no probationary period etc) and minimal fees to maintain/hold.
I hope those more experienced will chime in on this level as I only know what I have read on that topic on expat sites. Perhaps an earlier entry window with that visa. If I was married I would have accomplished the 13a, especially if you plan to retire here, perhaps not.

I too have been back and forward a dozen or more times over the years, plan a 4 week holiday, free visa or if we are going to stay longer a couple of months, I extend my visa an extra 29 days at the airport (immigration) for under PHP 3K. the alternative is to get the 30 day free visa then go to your satellite office a week or more prior to expiration of your 30 day tourist visa and extend. OMO but for 59 days simply do it at the airport.
Don't pay overstay penalties as you may be black banned never to return.

That was very helpful, so much better to talk to experience than trying to read consulate websites. if you get a visa extension at the airport, in Manila I would guess, is that after passing through immigration and luggage pick-up? I usually fly from Seattle to Seoul or Tokyo to Terminal 1 in Manila (no direct flight). I’ve never seen an immigration office and how is the queue line. I’ve bought airline tickets already to leave Nov 17. We’ve both had our vaccinations so the worst case is to quarantine in a Manila hotel for 6 days while we wait for test results. But I suspect things will open up by then at least for the vaccinated. I think the nearest satellite office to Dapitan City is Dumaguete City and it’s a 4 hour boat ride, which is another possibility.

We’ll be selling our house here in Washington State USA mid 2022 and moving perminatly, probably September 2022.

From memory the immi office is on the left  at passport control, if you can't see it ask the  immi clerk when you present your passport, before they stamp it.
I have not done it there for a few years as our immi office here in SFC La union is much more pleasant and rarely a soul there, in and out in 5 minutes.
Ah, a heads up, if you want to extend your visa at the airport you will need pesos in cash, some small denomination paper bills also as they tend not to want to give change I have found and had to send the better half off around the airport trying to get change,,,,,, perhaps things have changed with the new government?

I hope things open up here soon but given the rise in C-19 cases it's not looking favourable. Good luck and hope you enjoy Christmas here.

(If I have understood correct)   As it is now you CAN'T get in (except  to "unite" with your wife being moved to Phils before you.  IF you get/have approved stilll valid VISA.). 
And even if you get let in iit's QUARATINE 14 days, so a month visits isn't so interesting...
