New Entry Rules for Foreigners? (July 1st 2021)

Hi everyone,

I was pretty pretty confused by the wording of the recent update about the Travel Ban to the Philippines. (Link to Article about New Entry Policy)

Are they allowing Foreign Nationals to enter the country with a 9a (Tourist/Visitors) Visa now, as long as they are fully vaccinated?

Is it a visa on arrival or do you have to get the visa in advance?
Do you need an Entry Exemption Document from the DFA?
Are those easy to get, or do you need to prove you have a good reason for visiting?

Sorry for all the questions, the B.I. themselves have not been super helpful in figuring all of this out.

There are two different sets of rules.

1. Entry: only for visa holders. Tourist visa need EED from DFA prior to travel.
2. Quarantine: reduced requirements for those vaxed in the Philippines and for those vaxed who stayed in a greenlist country 15d prior to travel.

Comments:
1. Flights have quota and until September are generally expensive.
2. The green list is a mirage. The most dangerous thing IATF ever did. Contains msny countries that don't monitor, record and/or report cases.
