I was wondering if anyone has been able to find lawyers or legal advisers who are willing to help expats. Me and my partner have had little to no success finding lawyers who are willing to help us on any legal matter, especially the tough issue below. In the 2 years we have been here, a single neighbor, has made it his mission to harass us. We have been to court multiple times and regularly have to call the cops.
Lately this neighbor has been taking advantage of an estorbo publico across the street from our residence to continue his harassment campaign. He encourages his friends in semi-trucks to park (while idling for hours), among other things. He encourages drunks and workers (yes, even a Sears delivery driver) to stop in plain view of the front of our house to use the bathroom. All sorts of families have had their children use the bathroom in front of our house (vomiting and more). Many people litter on this property, and we are now regularly waking up to medical masks, weed wrappers, Styrofoam boxes, and much more ending up on our property. Many people are coming to finish their beers (while driving) and throwing the beer cans out their windows, many times at our house. We have had the guys who advertise with loudspeakers park there for their lunch, without turning off the loud speaker. Others have parked there with their music blaring as if there's no problem.
This neighbor has also used an excavator with the excuse that he needed to mow the grass on this piece of abandoned property, but actually was trying to knock down the electrical pole that feeds our house. HE TRIED TO USE AN EXCAVATOR TO KNOCK DOWN OUR ELECTRICAL LINE.
We now regularly have people park in front of our house to fight us.
So, we have taken the strategy of reminding people that (according to PR's driver's license) parking on the street's shoulder for non-emergencies is prohibited. And we are familiar this is normal on the island, but again this custom is being weaponized. Also, we remind them that the lot is private property and that there's plenty of public parking down the street. Quite frankly we are asking for basic decency. However, we have been met with racist comments, violence, and hostility, especially from this neighbor and his friends who are weaponizing this abandoned lot to harass us.
Much of the issue had died down until this week.
Just today, a woman parked and got out threatening to kill us with a machete. This was followed by a man who came by an hour later, claiming he's "bien duro" and had a gun, we should watch out. Again, these threats are aimed at making us accept that the front of our house become an outdoor bathroom and our house constantly littered like a local bar. We also have to be careful about our electrical line, did I mention that after the excavator event, this neighbor then began to use is Dodge truck to mow the grass by mowing around in circles, near our electrical line.
We have attempted to contact the owner of the property. While her relatives are sympathetic, the actual owner of the property has done nothing. She has also made comments about my half Puerto Rican ancestry and that my partner is Mexican. Many racist comments have been hurled at her.
The police have done nothing, specifically the local cuartel. When we have gone to talk to a lieutenant at the local command center, they are perplexed why the local cops are doing nothing, about the estorbo publico and the threats. Yet, the lieutenants do nothing.
So, I'm hoping someone whose had a similar experience might be able to help us. Again we are just looking for access to any legal advice.
