Salary update for dependant pass privileges

hello,

I have been in Singapore with my Husband since March 2020 on STVP.
My husband is on Spass , and we waited for the covid situation to get better in order to have a salary increase and meet the 6000 requirement for DP. The problem is that the first salary registrated by the company at MOM was the min Spass basic salary ( 2800). And the rest was paid as commision ( 5400 in total as stipulated on his contract , with  2 payslips/ months).

In december 2020 my husband signed for a new salary at 6030 basic fix.

The MOM required 3 payslips in order to register the new salary , but because of covid again , all salary have been reduced in january and february by 10%.

In june , we finally could provide the 3 months payslips ( march, april, may) of 6030dol.
The company maid the application to update salary in MOM portail.

We were so happy and relieved at this time... but after 5 weeks waiting for this update, MOM rejected this application saying that the increase of salary was to high ( 2800 registred in march 2020 to 6030 in june 2021). They also addes that increasing salary to 6000 doesnt mean you can automaticly bring your dependant, as having a dependant  is not a right but a privilege.

We were a little bit choqued as we know it is a privilege and we were so lucky that we could stay together this year when others didn't get the chance, but we waited so long , full of stress, to finally hear that...

The company maid an appeal 3 weeks ago trying to prove that it wasnt a big jump but a gradual one , and that comissions has been consistant so they put everything on basic. 

We are loosing hope... ICA doesn't want to extend my visa anymore so I have to go back next week.

If someone has same experience I would like to know please.

@feb20ct   Hi , no it is not.

Its like they paid the basic Spass salary at the end of the month ( 2800)  and provide one payslip, and then the rest in the middle of the month after.

But in his contract , his fix salary and hours was 60h/month for 90$ /hour so total of 5400.
But 2800 paid at the end of month and the rest as commission.
And now he got a promltion at 6030 instead of 5400 but 6030 paid at the end of month and all extra hours in the middle as commission.

Commissions are never counted towards fixed salary, am sure you know that by now. The required fixed salary is 6K for bringing on a dependent- so I am afraid but this is going to be tough. Per MoM this situation of a jump, 2800 to 6K looks farse - so I doubt an appeal would work here.

Singapore work passes are strictly for full-time jobs only, so telling MoM "60h/month for 90$ /hour so total of 5400" was a bad idea and could get his work pass cancelled.
Also, MoM obviously thinks that the pay increase exists only on paper in order to get the DP - which your post above basically confirms ("we waited for the covid situation to get better in order to have a salary increase and meet the 6000 requirement for DP").
I think you should prepare to get a visa on your own merit and - since this will not happen within a week - temporarily leave Singapore.
