Hi,

Is it possible to travel between provinces by car now? Any restrictions?  am in Hanoi and thinking to go to Halong bay and stay there for a while during the lockdown we have in hanoi. Also will it be any restrictions going back?

How long have you been in VN?  Directive 16 has been in effect on and off in Hanoi for months, with this current lockdown in Hanoi started in July 24 and will continue until Sept 6 at least.  What have you been doing?

The answer is no.  Directive 16 indicates that "family isolated from other families; village isolated from other villages; commune isolated from other communes; district is isolated from other districts; province isolated from other provinces. People must stay at home, only go out when absolutely necessary, such as to buy food, medicine, or in emergency cases."

How long have you been in VN?  Directive 16 has been in effect for two months in Hanoi, and will continue until Sept 6 at least.  What have you been doing in the last two months?

Ask your GF to call the captain of the neighbourhood or the team of police and volunteers guarding the checkpoints.  It's not telling; it's doing everything you can to protect your family and other families.

Cannot even travel between districts in HCMC without proper paperwork...anything non essential ( hospital or vaccine maybe?) Is a no go..

In VT, we can't even leave our ward to buy medicine.

My great grandniece went to a pharmacy that's only 1.8km from our apartment but happened to locate a couple steps into another ward.  Since travel paperwork is no longer available (not even to buy groceries at supermarkets; we must have delivery or join group buying), she only had the old prescription and empty medication boxes as sort of a proof.  She was questioned thoroughly and was given a strong suggestion to return to the pharmacies in our own ward.

Only 18 years old, she was raised to be very polite but not to give up under pressure, so she explained that the medicines were for a heart patient; this was an emergency, and the pharmacies in our ward did not carry all of them.  The police finally yielded after they got a full itinerary from her (from our place, turned left on ABC, turned right on XYZ, etc.  and return home the same way but reverse), the estimate time she would be at the pharmacy, and a promise that she would not stopping in any place along the way.

Any violation (or potential threreof) is treated as a big deal here.
