Prometric Exam Failure Thrice

Hello,

I would like to know , Suppose , if a doctor fails the prometric exam thrice resulting in eligibility number been black listed.

He intend to travel back home and gain 1 year of experience,

Afterwards, can he apply for new eligibility number from the same mumaris account ?

Also, I intend to keep my residency permit active during the period i m taking experience in my home country . Will that make an effect on obtaining a new eligibility number?

Lastly, When does the 1 years experience requirement starts? from the failure of last attempt or from the time the eligibility was granted for three attempt?
