Converting foreign DL to Philippines DL

Do foreigners need to go to a specific LTO office, for example, the main LTO branch in Manila, or can they simply visit an LTO that is close to where they live to apply for their Philippines DL?

I would think one can go to their nearest or local LTO office to apply. However, the number of "hoops" one has to go thru to get it depends on the rules of the specific branch. Also depends on who is behind the counter that specific day. One person can be as strict as a schoolteacher n follow every rule, to impress their boss sts. Another employee behind the counter may be lax on the rules n let everything "float" by...just depends on the location n day you show up. Good luck!

PRA told me that it had to be done in Quezon City. I couldn't find anything that actually says that but I decided to go to QC with the PRA rep. I live in Lipa, Batangas. From the time of arrival to get the medical and the license was 70 minutes. Very short time according to some of the stories I've read and better than a lot of DMV's in the states. This was the Friday after Easter. And for some reason they will only mail the license if you're doing a conversion.

Unfortunately I had a bad experience with LTO, after I first arrived in Philippines about three years ago. I was a licensed USA Driver for about fifty years.  I completed the forms, took the medical tests including eye exam, and passed the Drug Tests. Then when I applied at an LTO office in Cebu City, I was told that I could only receive a DL if my Visa was for at least one year, otherwise I was just a Temporary Tourist - Visas for Foreigners are only for six months max if Not Married or you have the SRRV by Depositing $10,000 in a local bank account. I wasn't planning on driving - just wanted it as an additional form of Photo ID. At the same time, my Filipina Partner who had Never been behind the wheel of any motorized vehicle took a trip to "The Province" and her cousin knew someone who promptly gave her a License without any Medical or Drug Tests, nor any written or physical driving tests. 5,000 Pesos Cash.

Next time have an ACR-1 card, available after 59 days. I had my sham medical test just around the corner, I didn't need a drug test. Around another corner I had to rent a pair of long pants because I was refused admittance with shorts.

A little applied grease in the Philippines works wonders.

The LTO Supervisor who denied me the License may have been looking for a "Gratuity", but I did not want to risk being accused of offering a Bribe. I knew/know someone in Cebu who could have gotten me the License with a Little Grease; but since I am not planning on driving, I just won't worry about it anymore.

It goes to show you/us of how  doing business in the Philippines is done. I would suggest going to a different LTO office. The compelling reason for me to get the license is because if & when I go back to the states I would need a license to drive once I've landed in LAX and in order to rent a car. I've been here almost four years and my Nevada drivers license expired a year ago and I could not renew it because I don't have a US address other than Global Mail in Houston, TX.

I would suggest all Expats to get a Philippine license to avoid not having a license to use in your home country.

Offices are “so called” DISCOURAGED. That’s a joke! My wife and I got both our DL’s in one day. No medical, no drug test, I did take an eye test and we were done. They just told us to wait upstairs in the waiting room with tons of other applicants and then they printed out the license right there. The whole process took a half day. Cost Pph 5000 pesos. The “fixer” which is “highly discouraged” with signs all over the department was worth every peso.
Oh and btw…. This was done in Cebu

@Enzyte Bob I was able to renew my NC DL online and they sent it to my son's address. So, he can give it to me at the airport when I arrive or I could have it DHL'd. I had no problem at all getting the Phils conversion DL. That took about 2 hours max at the main LTO office in DUMA just by following the published process (no gratuitues or fixers). I am not convinced that all car rental places accept the Pinoy license, even if your State says it is accepted...private car rental companies have their own policies.

My problem was a little involved, at my age I required a vision test and I needed a Nevada address. I probably could have found a re-mailer like US Global Mail but located in Nevada but I still needed the eye test. (My vision is 20/15).

When I did mine the doctor asked if my license required me to wear glasses and I said yes. When they issued my license it doesn't say corrective lenses. I figured oh well, doesn't bother me.

To renew my Nevada's driver license, I required a vision test at the DMV, they do the vision test. The renewal did not require a Doctors visit.
