Should I go to ICA or MOM for newborn pass extension?

I'm currently an EP holder and my wife is a DP holder. We gave birth to a baby boy last month. I have already got birth cert and also advisory note from ICA. Advisory note allows the baby to stay in Singapore for 42 days. Within this 42 days, I have to get a baby passport from my country embassy and get a proper pass. I have to renew special pass 7 days before the expiry of advisory note.

On advisory note, it says that
If you are unable to obtain a travel document for your child before the date stated above, you must approach ICA Visitor Services Centre or Ministry of Manpower Services Centre with the required documents at least 7 days before <date> to renew your child's Special Pass.

If your baby’s passport is not ready by the end of 6 weeks, you can request to extend the Special Pass. You should submit this request only if the Advisory Note from ICA is expiring within 7 days.
My friend who went through this whole process of getting DP for his baby said that he went to ICA every month to extend the special pass. I have called MOM and they said I can do special pass extension online at this link (https://form.gov.sg/#!/5e8b297f2cb1270011786544) if I plan to get DP for my baby.

Currently I haven't got a passport from my embassy, the passport application is still in process.

Can someone suggest if I should go to ICA or MOM for my baby's special pass extension?

Hi - same case happened to me one year ago. If you intend to apply DP for your baby while waiting for the embassy to release the passport, you can go and apply extension of special pass for newborn thru MOM. The approval is quite smooth ;)

Hi, I just gave birth here 4 months ago. After I gave birth we also have this notice from ICA, we did apply for my babys passport after 2 wks and brought the Embassy letter stating that we already applied for our babys passport to ICA. The letter from the embassy stated the date of passport collection, and on our case its 8 weeks (2 months) so the ICA gave my baby 2 months to stay, but if after this 8 weeks and the passport isn't ready yet they told us to go ICA again 1 wk before the special pass expired so they can extend again.

I think the key thing here is - if you’re going to apply DP for your baby after receiving the passport from the embassy, then will have to go thru MOM. If only extension while waiting for the passport to be released by the embassy and will NOT apply for a DP eventually, then will have to go thru ICA for the extension request.

By looking at the replies also, I see 2 different approaches.
For @zheerene, while you were waiting for your embassy to release the passport, you apply to MOM for newborn special pass extension because you intend to apply DP for your baby.

For @jennelynobrador, while you were waiting for your embassy to release the passport, you apply to ICA for newborn special pass extension. But did you intend to apply DP for your baby? How is the extension process at ICA? When you go down to ICA to apply, did you get the extension on the same day or you had to wait for a few days?

Yes. As mentioned in my earlier reply, when you intend to apply DP for your baby after getting the passport from your embassy, you should request extension from MOM. You can always call then to double confirm.

Yes, i have called MOM twice to double confirm with 2 different customer service officers. 1f601.svg They said I can apply to MOM. So, i will just apply to MOM.

Hi, FYI, i have got a special pass for my baby from MOM. It only took about 1 working day to get a special pass from MOM.

Hello, what if we already got the passport for my baby and applying new pass right now, but it seems the new pass will not be ready before special pass expires. Do I still need to go to ICA for special pass extension?

@yinghuiw90 You need to extend the special pass - an ongoing pass application does not give it the right to stay after its expiration!

Hi, My son bone in Singapore. Advisory note allows the baby to stay in Singapore for 42 days. we are not eligible for DP (we are S pass holders). we already got the temporary pass port from embassy. Waiting for birth certificate to apply passport (it will take 2 months). Anyone can advise us shall we apply any special pass until we get permanent passport?

@subramaniam jegaseelan You have to contact ICA for a potential extension of his temporary pass until he can travel. If he can travel on the current, temporary passport, no extension will be given and he has toleave Singapore after the 42 days (unless you get a DP or LTVP for him).
