I think Ph is a "De-Developing" Country.
When one looks at pictures from over 100 years ago. It seems to have been a much more civilised Country in those days.

There are laws about dog strays and public safety and these should be impounded. It's a matter of reporting the strays to Barangays and they would impound them.
