in Tunis you can find the houses first through the ads in a newspaper above the newspaper la presse (in french). there are also real estate agencies.
The cost of the rental It depends on the area I give you an idea:
an unfurnished apartment in a city chic it cost between 600 and 2000 dinars Tunisian dinars
In a city average between 350 and 700 dinars
to rent you just need a passport
