How to get a mobile phone plan

Question for my son who is currently in South Korea: he wants to get a mobile phone plan, but needs a Korean Bank Account for that,.... so he tried to set up a bank account but needs a Korean Phone number to do so.... Chicken, egg?

Any suggestions on how to solve this puzzle?
