Of course you can apply as many times you want. But before re applying analyze what were the refusal root cause and make sure to fix/fulfill those, if not you will be refused again which means money, time, energy wasted and you become even more desperate.

Yes, you can re-apply. As Edigj mentioned above, study why your previous application was rejected, and provide documents that justify the causes they mentioned. Prepare a good cover letter too.

Hello, I want to apply for a tourist visa for my mother with my invitation. She has been rejected 4 years ago from Spain for tourist visa, does they ask for previous refusals anywhere? shall I mention this or I can skip this in her application?

In the visa form there is an option that you have to tick. Be honest and tick it.

Anyway they have access to see all the Shengen issued visas/ visa applications refusals
