Canadian Taxes - NR5 & Section 217 return

Can anyone shed some light on this topic for me?
Is there a secret to getting NR5 approved?
If the customary 24% is withheld by CRA will refund
be issued on filing Section 217 tax return?

after searching forums and waiting to hear from anokther with the same tax pproblem,i called cra canada rev,and asked they are so carefull what they say,they really say nothing you dont read on the site,so i have decided to use an accountant yes at 200 perhour ,i hope this works...
