Working with local volunteers

Hello

The work that my organization does in South Sudan relies on local volunteers to assist with things like finding a suitable venue for a community training event, or signing their neighbors up for a community event.  Does South Sudan have any laws around working with local volunteers?  For instance, are we required by law to sign a contract with volunteers, or are we required by law to pay volunteers?
