Iqama all systems are block due to car accident last year.

Im expat working at saudi Arabia, my experience was last year April i have traffic accident, my company car(manager car that they allow me to drive due to work related) have no insurance, it was in crossing near school,my lane was have sign stop so i stop for 2 se  to look left and right,and no other car crossing in other side but while i was in the middle of crossing suddenly have big car that hit me(his lane have slow sign)he hit my car in right side of wheel and totally wreck, his car was some small plastic in his front bumper was damage,when the najm came,it was my 100% mistake even I explained to najm that othe guy hit my car,but useless, so I was forced to make settlement to other guy to morror, while calling morror he tell me that its OK to make settlement tomorrow because he needed to go somewhere, I cannot stop him because he went to car then go.when I go to morror with him in other day due to busy both of us.i went with my sponsor to make settlement because the other guy was saudis so more easy to settle to Saudi to Saudi person but then he came he have taqdeer quotation that worth more thar 20,000sr and my sponsor was shock to the amount because he see the accident pic from my phone the it was my car was damaged and other car was fine.he ask where is his car so we can repair so It can save money,buy he told that lt was not with him at that time,he don't want to settle, he want me to pay full,even I tell him that my boss will not help me for paying that. I beg him but useless, them he didn't update and even I i didn't update due to my prostration to that event. Not my boss cannot update my iqama from last quarter of last year until now he don't know why,until it was telling that my all systems in my iqama was block,so my boss asking about this to other guy until now he want to have full payment, now my boss tell me to settle this issue because anytime police will catch me to put in prison but how can i settle if my salary was small,even my boss are not paying my salary in exact time and not full

Any advice, I want ro go exit but cannot exit due to iqama issues, i even didn't went vacation for more that 4yrs ,can I take my end service payment??and about the settlement in other guy?I even tell this issue to my embassy they will inquire about my situation
