quick question: are foreign citizen residing /still waiting for the initial SEF interview eligible for cartao cidadao?

I having trouble with my centro de saude not responding at all. If indeed I am apply a cartao cidadao, will that generate a numero de utente? I see the sns login page lets you enter with a cartao cidadao but I am not sure if this applicable to foreign citizens?

@Newly_arrived35 @Newly_arrived35 Cartão de Cidadão is the national citizen ID. You will only get one if you became a citizen, not a resident.

You will need your resident permit to apply for SNS. Once you have it you can register at your local centro de saúde.
