Does Saudi Labor still cater ex-expats?

I just wondering if Saudi Labor still helps ex-foreign workers. To start, I just left the Kingdom in the midst of the pandemic. They gave me all my benefits aside for 1 thing, they won't give me a plane ticket back home. I went to Philippine Embassy (POLO) and asked for help but it seems like they won't take my problem seriously. They tried to call my HR but there are no arguments whatsoever, he just tells his name, what he represented, and what the problem was, and that's it, the moment my HR reasoned the conversation is over. I went there 2 times and there is no progress. I got stuck in the Kingdom for 2 months. The HR told me there are no available flights and if there is the ticket price is very high and they have a limit. I understand the situation but it is not my problem, to be honest, they have to follow the law. They lied about the available flights. There are repatriation flights available, it is not that expensive, it's like they just pay double the amount of the normal ticket price. I also offered to split the amount and I will be the one who will buy the ticket. As expected, they still won't grant my request. Out of desperation, I bought the ticket myself even its too expensive for me. I bought the ticket for more than 4500 riyals.

After I got back home, I immediately went to POEA and DOLE to help me reimburse the ticket I purchased. They said they can't help me because I am already a 'balik manggagawa', meaning I don't have an agency anymore. I worked in Saudi Arabia for over 6 years. Since I am now on a fresh start, if I have still a chance to get my money back, it will be a huge help for me since I left the Kingdom with little money in my pocket. I still have the receipts though.
