Is It Legal to Exchange Learners Driving Licence for Full Licence?

I have a learners driving licence and I'm considering using *** to exchange it for a full driver's license. However, I have some concerns and questions regarding the legality of this process. Can you clarify if it is legal to use a learners driving licence to exchange for a full license through their platform? What are the specific legal requirements and conditions for such an exchange? Are there any limitations or restrictions based on the country or jurisdiction in which I obtained my learners licence? Does eudriverlicence.com ensure that the process complies with the regulations and laws set by the relevant authorities? Are there any potential risks or consequences I should be aware of when using their service? I want to make sure that I am following the appropriate legal procedures and not engaging in any activities that may be considered illegal.

Definitely illegal!


There are no legal websites to convert a driving license in Romania (or anywhere else in EU I believe)


Learners permits are not eligible for exchange in any country, as it is not a driver's license.


If you're still in UK, take the test/exams and get a valid drivers license and then convert it in Romania at the police station where you will live.  If you are already resident in Romania, you will need to take a drivers school course and go through the process as any other new driver does.

It's good you asked Paul.  In reality, I'm not sure it's anything illegal on your part, but it's a scam (fraud) and they would have been off with your money and personal information.  I've asked a moderator to remove the site you referred to in your post, so no one else becomes a victim. 


Unfortunately, there are too many scam artists out there preying on expats that are unsure of formalities and procedures in foreign countries.


If you want to see for yourself a tool that is useful for detecting things like this, look at scamadviser.com , and put in the website you referred to.  In this case, the website is less than a year old, though the website says it started with 2 friends in 2005.  The "2 friends", I believe :)  It also shows the website registered in Iceland, though the website says they are in Brussels, Belgium, and third, their operating hours are only 1 hour a day, from 9 am to 10 am.  On their blog page, all of the articles are written by "paul" (I hope only a coincidence) and one of the posts refers to "Buying a driver's license".  All of these are huge red flags.


Additionally, to convert a driver's license in Romania, you must have a medical exam for the category of license you have, performed by a local physician.  Not possible to do that online now is it? :)

Once you have your UK Driving License you have up to 6 months to exchange it for a Roamian License.

@romaniac Hi I understand I have decided not to go forward, am not sure if it is legal, but some one I know did seek service and he did manage to exchange his full UK licence to a full Spanish., having said that I not know about Romania, I will do this the proper way, thank you for the advice

Hi Paul,


As far as I know, you can only exchange a full driving license. If you only have a Provisional License you need to start from scratch especially now the UK is out of the EU.
