How to make an appeal letter to ICA for re enter to SG

Hello! I had a problem on how to make an appeal letter to ICA. My current status was i got offloaded to SG airport. When I ask the IO she just said i should have write an appeal to ICA before i enter SG again because my 5th time visit in SG i extended my stay. it should be 1 month but i extended my stay since my sister decided  to do so. My sister is an S-Pass holder i visit SG once a year to be with her during holiday season. My question is that what should be the content of my appeal letter to ICA for them to reconsider my visit again. And besides I have a pending E-Pass application from a local employer.

If your e-pass is pending then wait for its outcome, unless it is urgent to visit SG.


To appeal ICA, you can mention what is your intention or purpose of your visit but ICA can see your pending work pass and there is no strong reason either to visit so many times. I would prefer wait for your work pass outcome before writing a letter to ICA.
