Taking step children from the UK to belgium, help and advice needed!!

Hi Guys, I am due to arrive in Brussels in January, and will be bringing my fiance, new born son and my 3 year old step daughter.
we had to cancel moving to Dubai as Laceys father would not give lacey a letter of consent and let her move with us,( The UAE is very strict on this matter). as he did not want her so far away ( I can totally appreciate ) however my dream job has been offered and we don't want to put our life on hold, we want the best for our family.

Has anyone else been in this position?
How do I do it?

Wasnt this posted twaice and I think the advice was that you are still likely to need the letter. I guess you could appeal it in court to to be able to take her. However if the father isnt agreeing it wont be easy
