Drawing money from the ATM

I have no idea what is up. I'm getting a bad vibe from drawing money from the ATM in Harare but it is in no way clear to me what is going on.

I can't bring much USD into the country. I need to draw cash from the ATM. I have a Maestro card.

I had no problems drawing cash in Nairobi or Kampala. Right now in Nairobi I pay a steady 265EUR for 40.000KES when I withdraw.

Is it any different in Zimbabwe?
