If you live in the downtown core or close to a Bart station you can survive without a car. The West side of SF, the Sunset and Richmond areas are on a bus system which is annoyingly unpredictable. You'll feel like a bit of a hostage over there without a car.

If you're in Marin County you need a car at least to get to the ferry terminal to go downtown. There's only very spotty bus service at peak hours and only in certain directions at said peak hours there.
