Does anyone know whether Uruguay uses a building code standard for new construction? Are permits required? How easy is it to get building materials, especially lumber? Is lumber expensive? I notice that most homes I see online are concrete or brick; is that because of insect/termite damage to wooden structures?

You can do a search for

Uruguay codigo de construccion

and get many hits.  There are laws and codes and norms that must be followed - it is intricate.

I suggest you get in touch with a professional builder in Uruguay.  You are not likely to get definitive advice in an internet forum.

Do a search for

Uruguay constructor de casas

and you'll get hits for many home builders.  Get in touch with them for good answers.

Termites are very prevalent but are easily treated. Building plans have to be submitted to the Intendencia and the buildings inspector will visit you regularly. I bought some timber last year to replace an 8 year old deck 1"x6"x3.3 m planks were 428 pesos each for pine or US26 for 4.3m lengths of eucalyptus. From what I have seen on visits to builder's yards, bricks, sand, cement and reinforcing street is readily available. You might like to google 'barraca' followed by your chosen location to find local builder's yards. Mercado Libre is also a good source.
