Spouse financial requirements

My wife and I lived in Penang, Malaysia for years and visited Thailand often and fell in love with Thailand. Covid forced us to return to UK, then USA and then we chose to live in PV Mexico to take stock of our continued retirement plans

we are both US citizens.

#1 Please let me know what are the financial requirements for accompanying spouse for retirement visa.

#2 We would be flying direct to Thailand from Mexico and I assume it’s best to get E visa 90 days and then apply for retirement visa within that time in Thailand.

#3 I am also assuming that we would not have to provide evidence of health insurance if we were already residing in Thailand

#4 If we are flying direct to Thailand and have not been residing in the US full time is it correct that a police report would not be required for the application.

Answers to these questions would be greatly appreciated.
