Savings for D7 visa

Hi there. We have been researching and planning for a move to Central Portugal but fear our hopes have now been dashed on the D7 requirements.  My husband is a retired military veteran with a pension and has more than enough to fulfil the visa passive income requirement for himself but we are just shy of the amount for a joint application for 2 of us.

We were hoping that savings in our bank account would suffice for the D7 for 'my side' of the application??  We have a large deposit in the bank which we would plan to buy a property and sustain us until our pensions kick in (I'm 51, he's 56) along with his military pension - we would definitely have more than enough.   I've been reading on here though that savings are not taken into account?  We've had conflicting information as an up to date website we've been reading this morning says savings are taken into account.  Sorry for waffling!  Any info appreciated.
