Hello. I hope you all are doing well. I am from Pakistan and I moved here in Italy about seven months ago with my family. I don't have permesso di soggiorno yet as I have applied for it and all I have is ricievutta and carta di identita. I want to move from Italy to Germany for study purposes. Can I move from Italy to Germany without permesso di soogiorno if I want to study there?

@yaamansameer you need to wait for the physical card of your permesso soggiorno and carta identita before you move to Germany to avoid problems in the future.

@yaamansameer you may try but for sure they will look for the physical card. if you have time to go back and forth then you can try it.

A visa (and a Permesso de soggiorno/residence permit) for Italy has nothing to do with Germany!  You need to apply to the authorities in Germany for a student visa if you want to move there.  Also, you should post your questions in the Germany forum as that is your destination of interest.

@romaniac thank you. As I have the family visa for Italy which is obviously in Europe and according to the information that I have is that I can go anywhere schengen. Now I want to study in Germany is it possible that I can just move to Germany apply there in a university and continue my studies as a German student?

@romaniac Im aware of that. What he was trying to ask if is it possible to move directly from here (ITaly) to Germany. i advise him  that its better to have all his physical italian documents before moving to Germany. Hes an expat here for sure they will be asking for his legal documents from italy before they will provide him the Germany documents.

Going anywhere in Schengen and living anywhere in Europe is an important distinction, as is the family visa for Italy.  An Italian residence permit does not grant the right to live in Germany, nor does it have any bearing on obtaining a visa and residence in Germany.


A useful point to remember.  A visa is permission to enter a country (or area in this case), and a residence permit is permission to live in a country.


To further answer your question, no you cannot just move there and then apply to a university.  You must apply and be accepted to a university first, then apply for the German student visa based on that acceptance, and other requirements which includes knowledge of German unless the program is entirely in English.  Once the visa is issued from Germany, then you can move and apply for residence.

Melanie, on what legal basis do you give that advice, that Germany will need his Italian PDS and they will in effect, simply exchange it?

Right now the main point is that can I travel to Germany or not so that I can look out the universities collect some information and maybe I can get some more useful information and also the requirements to move there as I'm already living in a schengen country. As I have moved in Italy with my whole family so now I have to apply for German student visa? Will it affect my italian residency? I have to come back to Italy as my family is there and I just want to move there as a student. So is there any affect to my Italian residency and can I maintain a record just being a student in Germany while having my Italian residency?

I understand the point about arguing, it's just that it is important to give correct advice on this platform, as people such as yourself and others depend on it.  I'm sure Melanie can appreciate that.  The fact you live in a Schengen country already is largely irrelevant.  You are not an EU citizen nor a permanent resident.


Really, these questions are questions for the German authorities, or at least as I mentioned, better suited to be posted in the Germany forum.  There are a few Expert members like myself, and others, who have extensive knowledge that may be able to answer them.


I can say, you cannot travel in Schengen with only a ricevuta, you need your passport and real PDS.


Just for curiosity, why did you move to Italy just to decide to get up and move to Germany only 7 months later?  Can you not find a program of study in Italy?

@romaniac My father have been here in Italy for almost 18 years so I came here through family reunion with my whole family. As a student I think that I can get more opportunities in Germany than in Italy.

@romaniac as far as the point of being a citizen of italy is concerned I have a long term visa (family reunion) My whole family is here I will get the permanent residency soon
